eans, and to give to the Croton Aqueduct Board authority to undertake and complete such surveys, as may be required in establishing a system of sewerage for the at present undrained upper parts of the city, in advance of the construction of any sewers in those localities. In pursuance of this design, drawings or plans will be prepared, showing, in detail, the various drainage districts, and the lines on which the proposed main and branch sewers should be constructed, and also their respective grades and dimensions. These plans, when completed, will be a guide to property-owners in framing applications for sewer improvements, and will further enable the Common Council to determine with accuracy the propriety of granting or refusing such applications, when made to them. The importance of the proposed undertaking cannot be too highly appreciated; for, in addition to the material advantages which individuals interested therein will derive from the establishment of, and an adherence to, a harmonious system of sewerage, and from the more economical construction of sewers consequent thereupon, much expense will be saved to the city at large, by an avoidance of errors in the grade and capacity of the proposed sewers, which experience has shown-to exist in many of the older sewers, and which errors have, in some cases, made their rebuilding, at city expense, imperatively necessary.
